Everyone has more pennies than they need. I have a box full of pennies at home. There are eighteen pennies in my desk drawer (I just counted). If I see a penny on the ground, I leave it there. (My wife has a superstition that involves picking up HEADS, but never TAILS). I always leave the pennies I receive as change in the tip boxes. But somehow I always end up with hundreds, maybe thousands of pennies. I like the idea of the Legal Tender Modernization Act. It would not ban pennies, just make them obsolete. All cash transactions could be rounded up or down. Imagine a handful of change that only contained nickels, dimes and quarters.
